Is there a way I can start a bee hive from scratch? We have lots of bees around the deck.?

They seem like they have no place to go. When I put out the hummingbird feeders there is one that they can completely get in, and they just swarm it till I empty it. Also they pile up on each other when I put honey or anything sweet outside. Is there a way to build them some hives or am I biting off more than I can chew? I know absolutely nothing about honeybees. They are cute little critters and so friendly.
